County’s chief exec announces retirement

Lincolnshire County Council’s chief executive officer, Debbie Barnes, has announced her plans to retire after a 19-year career at the authority, including five years at the helm.

Debbie joined the council in 2006 working across many departments becoming the chief executive in 2020 and is the lead advisor for Children’s Services and Education for the Association of County Council Chief Executives.

Prior to becoming CEO, Debbie was the county council’s Director of Children’s Services, from 2013 and under her leadership, the service received an 'outstanding' rating from Ofsted, with Lincolnshire becoming a leader in advancing social work practice nationwide, supporting improvements in areas such as Rotherham, Tower Hamlets, and Northamptonshire.

In 2018, she was awarded an OBE in the Queen’s Birthday honours list for her contribution to children’s services. 

Council Leader Cllr Sean Matthews said: “From day one of my leadership, Debbie’s advice, support and encouragement has been invaluable. We have built a great working relationship during this time, and we will all miss her insight into the running of this council after she leaves in March. 

“I’d like to thank her for her dedication over her entire career with Lincolnshire County Council. Debbie will always be welcome here and I hope to keep in touch.

“I wish her the very best in her upcoming retirement.”

Debbie said: “I am incredibly proud of the work of the county council and the exceptional and committed councillors and staff across the organisation who tirelessly serve our residents, businesses and visitors.

“My husband retired two years ago and I have been planning my own retirement for a while, so that we can enjoy our time together while we are both fit and able.

“I wish our new administration a successful and productive term where they continue to improve the quality of life for our communities.”

The process to recruit a new CEO will start as soon as possible.
